SOLID WASTE PROGRAM GOALS
- Protect public and environmental health through
proactive Solid & Hazardous Waste programs, policies, and
procedures; to coordinate this work with the community and other
agencies; and to be sensitive to changing community needs.
- Emphasize pollution prevention, and waste
minimization, reuse, and recycling (listed in order of priority)
in all Solid & Hazardous Waste Program activities. Through
effective education and regulation, ensure that solid and hazardous
wastes that cannot be minimized, reused, or recycled are managed
to protect human health and the environment.
- Reduce the risk to groundwater from wastes
generated by commercial/industrial facilities served by on-site
sewage disposal systems.
- Identify and reduce the number of contaminated
properties in Kitsap County.
- Promote interagency coordination in relevant
areas of Solid & Hazardous Waste technical assistance, education,
compliance, and enforcement.
The Solid & Hazardous Waste Program governs the handling, treatment,
storage, transportation, and disposal of solid and hazardous waste
in Kitsap County. These regulations include both local Board
of Health Ordinances and Washington
State Department of Ecology Regulations. Solid & Hazardous
Waste Program roles and responsibilities are identified in the Kitsap
County Comprehensive Solid Waste Management Plan (Comp Plan), 1999
Edition.
The Solid & Hazardous Waste Program also develops
various program policies and procedures, fact sheets, and brochures.
These materials assist the regulated community in complying with
the various regulations and provide educational information to the
public.
