Will the Heath District prohibit the sale or transfer of property?

  • NO. The Health District will conduct records search and review, site inspection and evaluation of functionality and compliance status, and will issue a report within 7 business days of application. The process is intended to be: discovery, disclosure, and education - not compliance (unless gross violations exists).

  • Generally, NO.

    Please Note the following exceptions: If there are gross violations that may lead to public health concerns or the onsite sewage system is alternative and accessibly requirements are not being met.

How long are Property Conveyance Reports good for?

  • 3 years for gravity onsite sewage systems (consisting solely of a septic tank and a gravity drainfield - note: a pump may be used to transfer the effluent to the gravity drainfield
  • 1 year for alternative onsite sewage systems

    NOTE: For property wit an alternative system in conformance with the monitoring and maintenance requirements of these regulations, that has not been conveyed within one (1) year of issuance of the evaluation report and is still under the ownership of the same person, the Health Officer may extend the period of validity of the evaluation report up to a maximum of three years from the date of issuance of the last report.

How quickly can I expect to receive my report?

  • The Kitsap County Board of Health Ordinance 2008-01 requires that the Health District completes and issues the report within 7 business days.

What constitutes a deficiency that require immediate correction?

  • Failing, broken or malfunctioning systems and/or components
  • Primary or reserve drainfield areas that have been eliminated, destroyed or made unusable
  • Use or operation of the sewage system in violation of its approved usage or design capacity
  • Missing service access risers or observation ports for alternative systems
